About the Client

Westminster City Council is the local authority for the City of Westminster in Greater London, England. It is a London borough council, one of 32 in London. The council has its main offices at Westminster City Hall on Victoria Street.

The Challenge & Opportunity

Because of the 2021 floods in London, the Westminster City Council deemed it necessary to do a comprehensive review and evaluation of all gullies and lateral pipes in the network. This was in response to the extreme weather event, and the city council aimed to have every lateral pipe and asset examined through CCTV surveys to ensure they were functioning at full capacity.

Following a cost-benefit business, Westminster City Council were provided the resources to trial VAPAR's platform with integration to their Confirm, the council’s asset management system, (supplied by Brightly Software).

Lateral pipes which connect the gully to the combined sewer would be CCTV surveyed to assess the overall condition of the drainage system. This records video footage and captures data within the network.

The Solution

The core elements included:

  • Obtain the footage from the CCTV contractors
  • Upload and process them via VAPAR.Solutions
  • Asset Owner review of the asset conditional defects and repair recommendations
  • Integrate them into the Confirm platform.

Results

VAPAR provided value-add assistance by mapping the assets and associated defects, presenting Westminster City Councils with an integrated visual view of their network.

Westminster City Council now has access to all their drainage asset condition data and can integrate this to their asset management toolset for follow-on work activities.

VAPAR’s technology can assist Westminster City Council to streamline various administrative coding tasks, reducing the time and effort required to manage the network. This allows the council to handle more inquiries efficiently and effectively.
