Kingborough Council is a local government area in southern Tasmania, encompassing a mix of urban growth areas and sensitive natural environments. As a rapidly developing municipality, Kingborough is investing in infrastructure that supports both community needs and state-level priorities - such as the AFL High Performance Centre project located at the Twin Ovals Precinct in Huntingfield.

Project Snapshot
To support development around the AFL High Performance Centre and other key growth areas, Kingborough Council used the VAPAR platform to inspect and review stormwater assets efficiently. With over 3km of assets assessed since March 2024, the council has used this data to guide targeted renewals and ensure capacity and condition align with planned infrastructure investments.
The Challenge/Opportunity
With major developments such as the AFL High Performance Centre underway, Kingborough Council needed to ensure stormwater infrastructure in surrounding areas was fit for purpose. This required rapid condition assessments to identify structural risks and maintenance priorities. Traditional methods made it difficult to triage repairs and align asset data with construction timelines—posing a risk to both project delivery and future serviceability.
The Solution
Using the VAPAR platform, the council conducted inspections across over 140 individual stormwater assets. The platform enabled engineers to:
- Review structural and service grade ratings in one place
- Prioritise repair decisions based on automated grading (Grades 4 & 5 flagged for action)
- Associate inspections with specific precinct projects (e.g., “Illawong Hinsby relining patches”)
- Track workflow statuses from review to completion with full reporting links for each asset
This ensured the asset management team could move quickly from inspection to insight and communicate decisions clearly with delivery teams.
Results
Since March 2024:
- 140+ stormwater assets inspected and reviewed
- Over 4,500 of storm-water asset features reported
- All assets processed through the VAPAR workflow, with automated repair flags guiding renewal priorities
- Integrated directly with Council’s precinct-based project folders, including infrastructure near the AFL High Performance Centre site

Conclusion
By adopting VAPAR’s inspection workflow, Kingborough Council has improved its ability to manage asset condition data in step with major project planning. With over 3 km of pipework reviewed in under four months and repairs now linked to real-time insights, the council is positioned to support long-term infrastructure outcomes across both community and state-level projects.
